Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the current period. By day, political struggles are conducted: hopeful statements are released from various governments. Significant resources is expended on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a capability afforded by current data. From witness perspectives, military aircraft that had been scrambled to engage hostile guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems activated: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: perhaps the approaching threat won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a rapid response unit – probably Western-made equipment. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: seven people killed, damage and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's essential dependence on Western support – a need that neighboring countries are clearly incapable to fill in the near term.
Failed Diplomacy
The detailed framework from US administration generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, certainly, persist.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is impossible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, Washington does nothing to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its favour in the near future.
Opposing Positions
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but averting a complete military breakdown until conditions improve in its benefit.
Current Realities
Objectively, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their mission will now be much harder after current events, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
